Well have had this gadget for a few months now and am still using it regularly. Once you have got the hang of starting it, either with your thumb or the string provided, it can be quite an enjoying workout, using it for 10 minutes you will start to feel your arms aching so you know its working.
The powerball requires no batteries and is completely powered by the user. By a rythmical movement of the wrist the internal gyroscope is spun, which can go as fast as you can make it go, with the world record being about 16000 rpm.
As this is a neon powerball one the interal gyroscope is spinning at about 3000 rpm the internal LEDs start to light up, and every 1000 rpm faster it goes another one lights up.
Personally i would recommend buying one which has the display attached to it, which shows your high score amongst other things. This is also very good for motivation, as you are always trying to improve your score. Also if a friend sees you using this they will definitely want to try and beat your score. Which is actually why I bought one after using a friends.
I purchased this powerball, including the LCD display for £18 which i feel is quite good.

Advantages: Fun, Tones, good to compete with friends or family, not too expensive Disadvantages: Easily break able, but just be careful with it and you wont have any issues.
