The proposal is to give $1 billion to the major labels, songwriters and independent labels and artists over 5 years. "Major labels will receive $150 million per year for a non-exclusive license, divided according to files transferred. For example if the transfers were evenly divided among five major labels, each would receive $30 million. $50 million per year will be set aside for independent labels and artists to be paid out based on the volume of transfers." ...There are two types of X-file fan: a) One who likes Mulder best b) One who likes Scully best. It really is as simple as that. Those who chose the latter will not be too bothered at the prospect of Mulder leaving the show. The others? Well, they probably aren't reading this opinion. So is Mulder leaving a good thing? Well, as you may have deduced from the title, I think it is. To demonstrate why, I shall have to divide the show into two sections. You see, there are two types of X-file episode: a) The one-off episodes about a monster, ghost, or some other odd creature and b) What I call the "conspiracy episodes" I always find the former to be a lot better, but, then, the X-files wouldn't be the X-files without any of the latter. One has what's on the recorder (divided into 3 folders as I've said before), one has what's on the PC (divided again into 3 folders) and the other shows the individual files in the selected folder, which can then be played, downloaded, or converted to .wav files for use with other media players. The software is useful for transcribing too as files can be played at various speeds and you can insert markers for important parts. Users rate all the software programs from 1-5 stars. so it gives you some indication of the quality, but is the case with most of these sites not everyone rates them and so quite a lot of the downloads don’t have a rating, so I suppose you take a chance with some of these.. .... Another good feature is the chat rooms. You can connect to any chat room on the soul seek sever. You can then ask people for files or just generally chat. Its good because you can create your own chat room and there are mainly divide in to categories such as hip-hop or rock etc. Of course with everything there is always bad points with soul seek there is a few. Queuing Well when some is sharing something there can limit how many uploads they allow. It means if there is no slots you have to wait. This can be annoying because you may have to wait a while. BUT soul seek over came this for its more devoted users, because soul seek was not getting any money for this software because it is free they made a donate system. This is where you pay $5 (around £2.50) and you will jump the queue ahead of everybody else. The privileges will last... Read review

In terms of what is available, it would be hard to say. The amount of mp3’s online tends to go up and down, and you will often start a download and never complete it - just because the user has never returned. I have found there to be bucket loads of reggae, hip-hop and all things popular and rare. It doesn’t state the total users or files, but I suspect it’s almost in the millions. Part of the application is the chat rooms – divided mainly by music genres. They are useful for searching for files, but as far as I’ve seen, they are completely unregulated.
